Dr. Vinod Aggarwal

Former Secretary to Govt of India, IAS

Shri. Vinod Agrawal is a distinguished former Indian Administrative Service (IAS) officer (1983 batch), retiring at the level of Special Chief Secretary. With over three decades of experience in public policy and structural reform, he has handled a wide range of critical subjects including Industrial Development, Tax Administration, Tribal Welfare, Education, and District Administration. His experience spans multiple departments and includes working with the private sector on government projects, contributing to inclusive industrial growth. This broad background provides him with a unique and deep understanding of administrative reform across the Indian government landscape.



​Shri Agrawal is particularly recognized as a leading national expert in land administration and titling. As Commissioner of Survey, Settlement and Land Records for Andhra Pradesh, he was instrumental in modernizing cadastral records and, most notably, designing and implementing 'BhuBharati', a pioneering project aimed at achieving conclusive property titling in India. His expertise has led him to advise the Government of India and several state governments on land reform, chair a committee on the roadmap for land titling, and currently chair a NITI Aayog committee to draft a model law for land titling. He has also consulted for the World Bank and assisted the government of Madagascar, earning numerous accolades, including the Geospatial 'Man of the Year' award.
