Thierry Hoza Ngoga

Founder & CEO, GanzAfrica | Land Governance Specialist

Thierry is a seasoned strategic advisor with over 20 years of experience implementing and delivering food systems and land governance reforms across more than 18 countries in Sub-Saharan Africa. He is the Founder and Chief Executive Officer of GanzAfrica, an organisation dedicated to strengthening government delivery capacity by equipping and positioning youth as the next generation of food systems leaders. Throughout his career, Thierry’s focus has been on turning policy and strategy into action. At AGRA, he led the State Capability function working with governments to enhance their delivery capability for agricultural development programmes. Earlier, as Head of Land Technical Operations for Rwanda, he played a central role in the design and implementation of the country’s landmark land tenure reform.



An experienced facilitator and advisor, Thierry has supported governments, multilaterals, and development partners including the World Bank, MCC, FCDO, UN Foundation etc in designing and delivering programmes that link evidence, policy, and impact. He has managed multi-million-dollar initiatives, contributing to building institutional performance and accountability systems and tools, and has forged partnerships that have advanced food systems transformation, strengthened land administration, and improved government effectiveness.

A Chevening Scholar, Thierry holds an MSc in International Planning and Development from Cardiff University. His work continues to centre on implementation, delivery, and results, with a strong focus on youth empowerment, institutional capacity, and public sector reform.
